Austin's Energy Conservation Audit and Disclosure (ECAD) ordinance requires that commercial buildings submit a benchmark energy rating to the City of Austin each year beginning in either 2012, 2013 or 2014 depending on the size of the building.

A quick rundown of the ECAD ordinance for commercial buildings: 

  • A "commercial building" is defined as one that is used for civic, commercial, or industrial purposes (not including manufacturing). 
  • Condominiums are not considered commercial buildings. 
  • Ratings are conducted according to Energy Star's Portfolio Manager system, under which buildings are given a score from 0-100 (like golf, 0 is the best, denoting zero-net-energy-use, with a score of 100 representing a standard code-built building. 
  • Ratings must be conducted by an Energy Rater who has been approved by Austin Energy. (1st Choice Energy qualifies a an approved Energy Rater). 
  • Failure to comply with the ECAD ordinance for commercial buildings qualifies as a Class C misdemeanor. 
  • The program was designed to incentive energy efficiency improvements in Austin's buildings, without mandating them.
